HealthInsight New Mexico Board of Directors

HealthInsight New Mexico is an Albuquerque-based, not-for-profit, physician-sponsored organization. Its 12-member board of directors includes statewide representation from a variety of health care settings/disciplines as well as non-health care backgrounds. Ten of the directors are elected to three-year terms, with one-third of the elections occurring annually. Two New Mexico directors are appointed annually by the HealthInsight Management Corporation (HMC),  and two directors, generally the president and vice president, sit on the HMC board. All HealthInsight New Mexico directors must be state residents.

Length of Service Cap

Trustees are limited to six years (two terms) of consecutive service on the board. However, in order to maintain continuity, the board may elect to allow a third term of service for up to three board members. No board member may exceed nine consecutive years of service.

Board Appointments

The terms of service appointments to the board generally begin in August with the board's annual meeting. However, new appointments may also be recommended by the Nominating Committee and approved by the full board when needed to fill vacancies.

Recruitment

The timing of board member appointments is planned to stagger the exit of existing members and the recruitment and entry of new members. Since terms of service are for two three-year terms, generally there will be two to three board replacements made each year.

A three-tier mileage approach is used in determining compensation for directors for participation at full board and Executive/Finance Committee meetings, generally held four times per year. Based on distance traveled, directors receive between $200 and $500 per meeting attended.

Dr. Kozoll blends his community health center practice with his role as chair of the New Mexico Clinical Prevention Initiative, a combined effort of the New Mexico Medical Society and the New Mexico Department of Health. Dr. Kozoll is a past chief executive officer (CEO) and medical director (1986-1992) for NMMRA and has continued to consult with HealthInsight New Mexico in support of its programs for many years. He is board certified in family practice, general preventive medicine, and quality assurance and utilization review. 

Anne Simpson

Dr. Simpson is the Rust Professor of Medicine, the execuitve director of the Center of Excellence for African-American Health, and a professor of medicine at the Department of Internal Medicine, Division of Geriatirics, at the University of New Mexico Health Sciences Center (HSC). She is a physician champion for long-term care in the state and has been on the HealthInsight New Mexico board for three years.

In addition, Dr. Simpson chairs the HSC Bio-Ethics Committee and serves on the New Mexico Voices for Children board, for which she was board president 2010-12. She is also director of Pegasus Legal Services for Children.

Annie Jung

Annie Jung is a native New Mexican and graduate of Indiana University and the University of Virginia. Ms. Jung was hired by the New Mexico Medical Society in 2000 to launch the Clinical Prevention Initiative and manage the continuing medical education program. In the summer of 2008, she became the associate executive director of the medical society. 

Robert Boverie

Robert Boverie brings a strong private-sector business background beginning in 1971 to the present, largely as an entrepreneur, and is currently in partnership with his wife as a broker and realtor with Coldwell Banker Legacy in the Albuquerque metropolitan area. Mr. Boverie also acquired three years of experience in the not-for-profit arena as administrative director of Samaritan Counseling Center. He is grants and scholarship chair for the Rotary Club District Foundation. Fluent in Spanish, Mr. Boverie is active in donation programs for areas in need in Central America. He holds degrees from Texas Tech University in finance and Thunderbird School of International Management in Arizona. 

Joie Glenn

Joie Glenn is the executive director of the New Mexico Association for Home and Hospice Care, representing 147 member agencies across the state and she has served in this capacity for 20 years. Her prior experience includes managing a home health agency for 11 years and working nurse for 15 years. She holds a master's degree in business administration from the University of Phoenix and achieved the Certified Association Executive (CAE) credential in 2001. Since joining the association, she has served on numerous boards and committees including:

  • New Mexico Center for Nursing Excellence Board
  • Human Services Department Medicaid Advisory Committee
  • Aging and Long Term Services Department Policy Advisory Committee
  • New Mexico Telehealth Alliance Board
  • New Mexico Society of Association Executives Board

Ms. Glenn was honored to receive “The Nurse of the Year Award" at the Nursing Excellence Awards in 2004. 

Jeff Dye

Jeff Dye is the president and CEO of the New Mexico Hospital Association, representing 40 member hospitals across the state. He is the chair of the board of directors of Hospital Services Corporation. He worked for 26 years in small and rural hospital settings with broad experience in community health planning, hospital operations, legislative initiatives and state and national hospital association governance. Mr. Dye served for 18 years as administrator of Socorro General Hospital and has also filled administrative roles in Lovington and Alamogordo, New Mexico, and Laramie, Wyoming. He holds a master's degree in business administration from the University of New Mexico. Mr. Dye became a Fellow in the American College of Healthcare Executives in 2007 and achieved the Certified Association Executive (CAE) credential in 2008. Since joining the Association in 2004, he has served on numerous boards and taskforces including:

  • Governor's Trauma System Task Force co-chair
  • New Mexico Center for Nursing Excellence board
  • The statewide Nurse Advice Line Advisory Committee

Mr. Dye was honored to receive special recognition as a "Friend of Nursing" at the Nursing Excellence Awards in 2007. 

Lucrecia Jaramillo

Lucrecia R. Jaramillo, JD

Lucrecia Jaramillo is a staff attorney with the New Mexico Senior Citizens’ Law Office (SCLO). In that capacity, Ms. Jaramillo represents clients in consumer, landlord / tenant, Medicare / Medicaid / Social Security, quality of care and autonomy issues, having successfully appealed many cases over the past two years. Bilingual in English and Spanish, she is also active in educating the community as part of outreach in such areas of Medicare and health care power of attorney. Ms. Jaramillo has been a member of HealthInsight New Mexico’s Consumer Advisory Council since 2007 and also represents SCLO with the Albuquerque Aligning Forces for Quality initiative funded by a grant held by HealthInsight New Mexico from the Robert Wood Johnson Foundation. Prior to SCLO, she was a staff attorney with New Mexico Legal Aid where she also worked on behalf of consumers. A Phi Beta Kappa graduate of the University of New Mexico, Ms. Jaramillo received her juris doctorate (JD) degree from the New York University School of Law. 

Doug Lohkamp

Doug Lohkamp is the director of pharmacy services for Blue Cross and Blue Shield of New Mexico (BCBSNM), where he has been employed since 1999. He is currently chair the the New Mexico Prescription Improvement Coalition's Health Information Technology Committee and an active member of the New Mexico Pharmacists Association. Mr. Lohkamp brings extensive experience and knowledge to his role through his work in previous positions held in New Mexico. In his current role at BCBSNM, his responsibilities include Health Care Service Corporation drug utilization management, designing, implementing, monitoring and evaluating new and existing systems for cost effective and high quality pharmacy programs. His duties also include contract review and negotiation, devising strategy and policy regarding the administration of the prescription drug benefit offered to BCBSNM customers, and serving on the Prime Therapeutics National Pharmacy and Therapeutics Committee. Mr. Lohkamp is a graduate of the University of New Mexico. 

William Barkman, DO, photo

Dr. Barkman is family practitioner in Aztec, New Mexico, with 35 years of experience. He is a retired commander with the 5th General Dispensary, U.S. Army Hospital in Augsburg, Germany, and a brigade surgeon from the 3rd Armored Division, 7th U.S. Army in the Federal Republic of Germany.  Dr. Barkman also served at the U.S. Army Hospital in Fort Carson, Colorado. He has served on numerous boards throughout his career, including a previous term on the NMMRA Board, the Lifecourse Board and as president of the San Juan Independent Practice Association board. His practice has worked with HealthInsight New Mexico staff through the New Mexico Health Information Technology Regional Extension Center. 

Barbara Mathis

Barbara Mathis is a retired board secretary and volunteer attorney at Pegasus Legal Services for Children. She is a community member and co-chair of the University of New Mexico  (UNM) Biomedical Ethics Committee. Her professional experience includes the UNM Institute for Ethics, Bannerman and Williams, PA, Gallagher and Casados, PC, and as a New Mexico public defender and a law clerk for the U. S. Bankruptcy Court. Ms. Mathis has volunteered with the American Red Cross and the WIC Program to support high-risk mothers.

Boyd Kleefisch

Wm. Boyd Kleefisch

Wm. Boyd Kleefisch, a board certified health care executive with over 35 years of experience, is the executive director for HealthInsight New Mexico. He joined the organization in August 2003 and was chief operating officer prior to his selection as executive director. Originally from St. Louis, Missouri, he served for 24 years in the United States Air Force (USAF) in various aspects of health care management from health professions recruiting, personnel and education, to executive level management as the chief operating officer and chief executive officer of several clinics and hospitals. After his military retirement in 1998 as a full colonel, he went on to lead a number of hospitals and health systems in Hawaii and Albuquerque. Mr. Kleefisch served as the American College of Healthcare Executives elected Regent for New Mexico from 2003 to 2007 and he is currently on the board of directors of LCF Research, the Albuquerque Healthcare Managers Forum, and the RSVP (Retired and Senior Volunteer Program) Advisory Council.

Marc Bennett

Marc H. Bennett is president and CEO of HealthInsight Management Corporation (HMC), based in Salt Lake City, Utah. HMC serves as a holding company overseeing three separate 501©3 organizations in Utah, Nevada and New Mexico, legally interlocked and with each state separately governed by its own board of directors and each with equal representation on the HMC Board of Trustees. Mr. Bennett has been CEO of HealthInsight for more than a decade and is past president of the American Health Quality Association, the trade association of state-based Quality Improvement Organizations while currently serving on the Quality Alliance Steering Committee at the national level and on the board of the Network for Regional Health Improvement. In Nevada, he is vice chair of the Governor’s Health Information Technology Blue Ribbon Task Force and initiated Chartered Value Exchanges in both Utah and Nevada. 

To ensure continuity and state representation under its affiliation with HMC, HealthInsight New Mexico annually appoints two representatives to serve on the HMC board of trustees. The following individuals have been appointed through August 2013: Richard Kozoll, MD, and Anne Simpson, MD.
