What is the QIO Clinical Data Warehouse and why should my hospital upload data to it?

The Quality Improvement Organization (QIO) Clinical Data Warehouse contains data uploaded from hospitals across the nation. The intent of this repository is to:

  • Reduce the burden of duplicate data collection and reporting
    The Centers for Medicare & Medicaid Services (CMS) and the Joint Commission have come together to reduce the burden of duplicate record requests related to this initative. Any records requested by CMS will not be re-requested if they have already been uploaded to the QIO Clinical Data Warehouse.

  • Provide comparative data on a state and national level
    Because hospitals from across the nation are submitting their data, the reports generated from the warehouse will provide you with more robust data and allow you to compare your performance with hospitals that don't use your vendor. These reports will be available to you via QualityNet.

  • Allow for more effective partnership with the New Mexico Medical Review Association (NMMRA)
    NMMRA can access all of the data that you upload to the warehouse, and target quality improvement projects in the areas where you could benefit most.

  • Prepare you for national initiatives that are underway for quality information reporting
    CMS realizes that the quantity and quality of health care information available to the public is very important. The current public and non-public reporting initatives that use QualityNet and the QIO Clinical Data Warehouse will prepare your hospital for any future public reporting initiative.

Why do I need to fill out an ORYXtm vendor authorization form if I've already filled out a form to participate in the American Hospital Association (AHA) Quality Initiative?

The Pledge of Participation form is your agreement to publicly report in the AHA Quality Initiative. The Hospital Authorization for Vendor Transmission of Data form authorizes your ORYXtm vendor to upload data to the QIO Clinical Data Warehouse. AHA gets its publicly reportable data from the QIO Clinical Data Warehouse, so if your vendor has not been authorized through the QIO to upload to the warehouse, your data will not be available for public reporting.

The vendor authorization form also specifies which topics you want to upload and the discharge dates you will begin uploading for the purpose of participating in the CMS national clinical quality improvement projects.

My vendor collects Medicare and non-Medicare patient data. Do they upload all of it to the QIO Clinical Data Warehouse?

The QIO Clinical Data Warehouse can receive all patient data from your ORYXtm vendor. CMS is only interested in the Medicare data that is submitted for its quality improvement projects. Participants in the AHA Quality Initiative report data for all patients on Acute myocardial infarction, heart failure, pneumonia and surgical infection prevention measures (see Comparison of CMS, Joint Commission and AHA Quality Initative Measures for more information).

How will I get the reports that will be created through both the AHA public reporting initative and the Centers for Medicare & Medicaid Services (CMS) non-public reporting projects?

You must have access to QualityNet in order to receive reports from the AHA Quality Initiative, and to view and create comparative reports on the data you submit to the QIO Clinical Data Warehouse warehouse for the CMS clinical quality improvement projects. In addition to providing national comparative reports, QualityNet also provides data transfer that is compliant with the Health Information Portability and Accountability Act (HIPAA). Also, QualityNet allows for communication between your facility and NMMRA. If your hospital is participating in any initiative with NMMRA, QualityNet allows for easy sharing of data.

What is QualityNet and why should my hospital sign up for access to it?

The QualityNet Web site is the only approved method for electronic transmission of quality measures to the QIO Clinical Data Warehouse, the information repository for the clinical data measures collected and submitted by hospitals.

In addition to allowing your hospital to submit its own data to the QIO Clinical Data Warehouse, QualityNet also enables you to use your data to support your quality improvement efforts through benchmarking and peer group comparisons.

Who will benefit from using the CMS Abstraction and Reporting Tool (CART)?

  • Joint Commission-accredited hospitals that choose to work on improving measures that they did not select as Joint Commission core measures
  • Non-Joint-Commission-accredited hospitals striving to meet the Medicare Conditions of Participation: Quality Assessment and Performance Improvement (QAPI) program
  • Any hospital that does not have a data abstraction and analysis system in place to monitor performance on the CMS quality-of-care measures.
